NOTICE INVITING BIDS – SEPTEMBER 08, 2025
Notice is hereby given that sealed bids will be received in the bid box at the Ventura County Fire Protection District’s main office located at 2400 Conejo Spectrum Street, Thousand Oaks, CA 91320 not later than 1:00 PM, September 30, 2025 for a contract for the Regional Training Center Habit Trail & Ladder Land Improvements Project (herein Project), located at 102 Durley Avenue, Camarillo, CA 93010.
Estimated cost of construction is: $325,000.
General Description of the Work: The Work includes the following:
In general, the work under this contract consists of demolition, grading, and construction of new concrete paving as shown on the project plans. The Contractor shall remove and dispose of the existing concrete slabs, low wall, miscellaneous structures, and concrete pipe mount structures identified on Sheet 1 of the plans. All demolished materials shall be transported and disposed of on-site in the designated disaster city located approximately 300–360 feet from the project area. Following demolition, the Contractor shall grade the site to meet slope requirements as shown on Sheet 1 and prepare the subgrade for new paving. The Contractor shall construct approximately 15,000 square feet of new paving consisting of 8.5 inches of PCC 560-C-3250 placed over 12 inches of processed miscellaneous base (PMB), reinforced with #4 bars EW at 18 inches on center, and install expansion joints at a maximum spacing of 10 feet in a grid layout. The Contractor shall protect in place the three existing monitoring wells throughout construction, adjust each to the finished surface grade, and provide a final survey of the monitoring well elevations for Owner verification. All work shall comply with applicable codes, standards, and the project drawings, and the Contractor shall provide as-built drawings at completion.

All work shall be completed within 25 working days from the issuance of the Notice to Proceed. (See Standard Specification 6-3.2.1.)
Prevailing Wage/Department of Industrial Relations (DIR): This project consists of “public works” under Labor Code section 1720 et seq. subject to payment of prevailing wages. California general prevailing wage rates for construction can be obtained from: http://www.dir.ca.gov/OPRL/DPreWageDetermination.htm Contractor and all subcontractors must be registered with DIR prior to bidding. Non-mandatory Pre-Bid Meeting is scheduled on September 17, 2025 @ 9:00 AM at the project site. The
Meeting will be held for the purpose of answering any questions concerning the project. Although not
mandatory, attendance is recommended. All corrections and changes deemed necessary based on
discussions held at the pre-bid meeting shall be forwarded to all Plan Holders as an addendum or RFI
clarification, as applicable.

Bids must be submitted on the proposal form furnished with the Bid Documents. Each bid must be accompanied by a bid guarantee in the amount of not less than 10% of the amount bid, PAYABLE TO THE VENTURA COUNTY FIRE PROTECTION DISTRICT and guarantee that the bidder will enter into a contract in accordance with the terms of the Bid Documents if award is made. The bid guarantee shall be in one of the following forms: a bid bond written by an admitted surety insurer on the form included with the proposal form, a cashier's check drawn by a National bank, a check certified by a National bank or cash. The bid bond must have the original signatures of the principal and surety.
Bidders must have a Class A or B California Contractors license and will be required to furnish a Performance Bond and a Payment Bond, each in the amount of 100% of the contract price. In accordance with Section 22300 of the Public Contract Code, securities may be substituted for funds withheld.
