NOTICE INVITING BIDS –January 13, 2026
Notice is hereby given that sealed bids will be received in the bid box at the Ventura County Fire Protection District’s (herein VCFPD, District, Owner or Agency) main office located at 2400 Conejo Spectrum Street, Thousand Oaks, CA 91320 not later than 1:00 PM, February 03, 2026 for a contract for the New Communications Tower, located at Fire Station 21, 1201 East Ojai Avenue, Ojai, CA 93023.
Estimated cost of construction is: $220,000
General Description of the Work: The Work includes the following:
This Contract is for the Installation of New Communications Tower & Shed at Fire Station 21. In general, the Work includes: furnishing all labor, materials, equipment, supervision, and incidentals required for the installation of a new approximately 60-foot Owner-furnished communications tower at Fire Station 21. Work includes foundations, anchor bolts, structural steel erection, grounding, and all associated components as shown on the approved plans. The Work further includes installation of an Owner-furnished prefabricated Thermo Bond radio equipment building. The Work includes concrete foundation, slab, entry landing, bollards, and all required structural, architectural, and electrical components necessary for a complete and operational installation. Specifically excluded from the Work is final installation and activation of radio equipment, antennas, mounts, dishes, connectors, and other post-tower or post-building outfitting activities, which will be completed by others under separate contract(s), unless otherwise noted in the Contract Documents.
Contractor shall perform all trenching, backfill, compaction, and restoration required for new underground electrical, telecom, and coaxial conduits, including extending conduits into the existing building and completing final connections to electrical and telecommunications systems, and providing stub-outs and terminations for Owner-furnished radio equipment, as shown on the approved plans. The Work also includes installation of a new exterior cable bridge, dry well, grounding and bonding systems, and repair or replacement of all existing concrete, paving, and site improvements disturbed by construction, restoring surfaces to equal or better condition.
The Owner has obtained the building permit for this Project, and an active inspection card is on file. The Work shall be performed under Building Permit No. BP24-00936, including Revision Permit No. SVC2500112, which was issued due to a change in the Architect of Record. Contractor shall perform all Work under the existing permit(s) and shall be responsible for coordinating, scheduling, and requesting all required inspections and for complying with all permit conditions and approvals. Third-party construction and special inspections required by the approved plans and applicable codes shall be provided and paid for by the Owner; Contractor shall be responsible for coordination, scheduling, and providing access for such inspections.
All work shall be completed within 45 working days from the issuance of the Notice to Proceed.

Prevailing Wage/Department of Industrial Relations (DIR): This project consists of “public works” under Labor Code section 1720 et seq. subject to payment of prevailing wages. California general prevailing wage rates for construction can be obtained from: http://www.dir.ca.gov/OPRL/DPreWageDetermination.htm Contractor and all subcontractors must be registered with DIR prior to bidding. Non-Mandatory Pre-Bid Meeting: A non-mandatory pre-bid meeting is scheduled for January 20, 2026 @ 9:00 AM at Fire Station 21. Attendance is recommended. The meeting will be held for the purpose of
answering any questions concerning the project. None of the information transmitted at the pre-bid meeting
shall be construed in any way to modify, correct or change the Plans and Specifications. All corrections and
changes deemed necessary based on discussions held at the pre-bid meeting shall be forwarded to all
Plan Holders as an addendum or RFI clarification, as applicable. For Technical Questions and Requests

Liquidated Damages: Liquidated damages for delay are $1,200 per calendar day.

Bidders may purchase hard copies of the Bid Documents/Plans and Specifications for a non-refundable amount of $40.00 per set, if picked up from Solo Reprographics at the above address. Any shipping and handling costs shall be the responsibility of the bidder. Arrangements for receipt and payment for the Bid Documents shall be made directly with Solo Reprographics.

Bids must be submitted on the proposal form furnished with the Bid Documents. Each bid must be accompanied by a bid guarantee in the amount of not less than 10% of the amount bid, PAYABLE TO THE VENTURA COUNTY FIRE PROTECTION DISTRICT and guarantee that the bidder will enter into a contract in accordance with the terms of the Bid Documents if award is made. The bid guarantee shall be in one of the following forms: a bid bond written by an admitted surety insurer on the form included with the proposal form, a cashier's check drawn by a National bank, a check certified by a National bank or cash. The bid bond must have the original signatures of the principal and surety.
Bidders must have a Class B California Contractors license and will be required to furnish a Performance Bond and a Payment Bond, each in the amount of 100% of the contract price. In accordance with Section 22300 of the Public Contract Code, securities may be substituted for funds withheld.
